New Snapshot Checklist

1. Create a new snapshot manifest in ingestion/manifests/.
2. Set effective date and source register IDs.
3. Import and generate pages with npm run import:documents.
4. Review generated section pages and link suggestions.
5. Confirm in-force dates and amendment notes.
6. Add the snapshot to /timeline/ and /library/current/.
7. Run npm run build.
8. Deploy to Cloudflare Pages.
